Stocks don't just break in half! It had a crack in the pistol grip yet you continued to use it and didn't think to send it in. Sounds like Weatherby was kind enough to give you a free stock so you could keep using your rifle. I'm sure there is more to their side as well, like loose trigger guard screws or impact marks.
To answer your question Weatherby does have blemished stocks available sometimes.

I recently switched from a redfield rampage I used strictly at the range and from a vehicle to a minox MD50 which is very versatile and comes with me on backpack hunting trips now. Minox is some good bang for your buck glass and the compact MD50 makes for a very versatile tool. The price gives you room for a tripod with your budget. I went with a slik compact and many others use the vortex high country.

I would highly recommend the rock chucker and a kit vs piecing everything you need together.
Also check armslist craigslist forums etc. A lot of people buy kits and never open the box. You can find them cheap I got a rcbs rock chucker supreme deluxe kit with the electronic scale etc. it's a $800-900 kit for only $400. I am currently trying to find a hornady lnl ap press to really crank out the pistol ammo.

Cheaper Than Dirt is notorious for selling firearms that are flawed as new.
i.e. They were selling weatherby shotguns for $200 on Black Friday. The shotguns were sold as new but had scratches and other cosmetic flaws.
They buy firearms dirt cheap from places such as Davidsons who boasts a lifetime gaurentee which is great. But they resell to consumers and CTD.
The gun may never have been fired but it may have been through many hands.
