Can someone explain why this rifle is 3,000.00 dollars,It seems to be just a Mark 5 barreled action in a B.C. tactical stock.

That is a little steep considering you could build an Accumark re-stock it and save quite a bit or buy a Vanguard, drop a timney, accubrake, stock, and optics for half that price and probably shoot as good.  Just like buying any speciality item,  boat or RV, parts prices are way more than it's worth.
