It sounds like the barrel has not been threaded, but its chambered for a 300 Wby Mag. Get the barrel to a gunsmith, if possible, and have him check it to be sure it is not bent. The seller could suspect it is bent and wants to get rid of it.

The good thing about a blank barrel is it can go into a receiver sized for the barrel. An Enfield receiver has square threads, I believe, and a blank barrel can be cut for a square, if needed, or cut for another Weatherby receiver. So if the barrel gets the OK from the 'smith, I would strongly consiider take it if I were looking for a 300 Wby barrel.

I wonder if it isn't a take off barrel ?  I'd would ask to see pictures if you haven't  already seen the barrel,  ask who it's made by,  what contour,  rifling twist,  is it in the white and needs bluing,  is it stainless,  why is he selling it ?    Drilled and taped could mean it wasn't drilled for sights,   who knows ?   Ask questions.

A "take off" barrel is one that was pulled from a factory gun when somebody decided to make it something else.  It could still be good, or it could be junk.  Any barrel you aren't buying from the barrel maker could be good or junk.  You'll want a gunsmith to bore-scope it to be sure it's good.

I'll also ask, are you talking about a barrel, or a barreled action?

The other questions Zonie asked are in relation to what shape the barrel is in - is it blued or unfinished (in the white) or stainless?  What is the twist rate of the rifling?  What are the outside dimensions of the barrel (contour)?

Is this a barrel someone is selling locally or over the internet?  You're going to need a gunsmith to install it, if it's just a barrel, as you can't just "screw it on" to an action.  Also, if you're just buying the barrel, do you have an action to mount it to?  There are tons of questions for which you'll need to have answers before you throw money down.  Otherwise, you're likely just throwing money away.
