If you wanted a no pass thru bullet might look at sintered bullets if they are even made for pistols anymore.  if you can find them I'd try them on an empty 55 gallon drum or similar steel bucket and see what kind of shrapnel  pattern you get

I think Para 45 is right  stick with what the cops are using

Sinterfire ammo is available and designed to avoid over penetration, like the RIP, Liberty and others.
